Mission Statement

It is the mission of the Siletz Tribal Human Resources Department to obtain, develop and train the most important resource the Tribe has – human resources. This department will provide service to Tribal programs and employment applicants in an efficient, respectful and helpful manner. It will assist employees with skill development to ensure quality services to Tribal members and personal growth of Tribal employees.

 

NOTE:

Introduction:
Working under the direct supervision of the STBC Commercial Property Manager, The Assistant Property Manager is responsible for administration of all tenant leases, billing and collecting tenant receivables, maintaining accurate tenant and vendor certificates of insurance, performing inspections to oversee vendor service contracts for janitorial, landscaping and security contracts, and assisting the property manager in preparing monthly/quarterly financial reports and annual budget preparation. In addition, this position in the coordinator in the Siletz Tribal Revolving Credit Program (STRCP) which loans funds to Tribal members for home improvement, consumer, or business purposes.

Requirements:
Associate's degree or higher in with major course work in accounting, business, finance, property and real estate management, or equivalent experience in property management activities. One (1) year relevant professional experience in property management activities involving public or private organizations with at multiple properties. Experience in general accounting principles, including accruals, accounts payable, accounts receivable, and cash flow management. Experience with rent collection, lease terminations, Strong customer service skills, multitasking, organizational skills and knowledge of general building operations. Experience in verbal and written communications with co-workers, Tribal members, vendors, the general public and representatives of organizations. Experience in computerized accounting programs or property management programs. Knowledge, Skills and Abilities: The following is a list of some of the core knowledge, skills and abilities for successful performance in the position: Must be able to travel to all portfolio locations, Tribal locations or other national and regional destinations as necessary. Must also be able to work a flexible work schedule, including evenings, weekends and holidays. Must possess a valid driver's license, and vehicle insurance. Must be sensitive to the diversity of Siletz and other Indian cultures. Knowledge of Siletz Tribal law, and other applicable business commercial laws and regulations, and of the benefits and limitations of Tribal sovereignty. General knowledge of Confederated Tribes of Siletz Indians' culture and history.


Duties:
Accounts Payable: Create and code Accounts Payable check requests. Accounts Receivable: Oversee client payments, including leases, rents, STRCP payments and other receivables. Coordinate with Accounting for any customer or vendor changes. Submit monthly lease statements to tenant. Complete billing change paperwork for extra tenant services. Working with Aging Detail, work with tenants to insure all rent is paid in a timely manner. Keep Commercial Property Manager updated on any past due amounts. Assist property manager in preparing annual operating estimates and annual expense reconciliations and submitting to Accounting and Tenants for billing and collection. Contract Administration (Vendors): Assist Commercial Property Manager in compiling competitive bids and completing contracts for building support services. Obtain and maintain current certificates of insurance for all vendors performing labor at the property. Create and maintain insurance tracking list for tenants to insure certificates are updated/renewed prior to expiration. Maintain vendor contact list for distribution to Commercial Property Manager and building supervisors or engineers, if any. Lease Administration (Tenants): Check Lease Abstract information for accuracy of square footage, rental rates and Tenant Improvement Allowance. Update tenant contact information for tenant contact list/emergency planning. Verify rent roll against budget/revenue plan on a monthly basis for accuracy. Compile and maintain complete lease files on all tenants including tenant move-in information and accounting correspondence. Maintain original leases and renewals in Management Office. Reporting: Assist Commercial Property Manager to prepare monthly variance, aging and operational reports for property owner. Use specialized computer software such as MS Word, Excel, Power Point, or Property Management Software to provide information as necessary to stakeholders and management. Prepares Transient Tax Reports for RV parks. Tenant Relations: Working with property manager, coordinate building events and establish building services for property tenants. Maintain excellent tenant relations with regular tenant visits and phone calls. Distribute all new move-in information to tenants upon lease execution and arrival. Assist in leasing efforts with Commercial Property Manager and show available space for prospective tenants. Become proficient using work order/preventative maintenance software. Coordinate maintenance activities for systems such as HVAC, plumbing and electric, including preventive maintenance and emergency maintenance as incurred. STRCP: Coordinate the Siletz Tribal Revolving Credit Program (STRCP), including taking minutes at meetings, scheduling meetings, and providing confidential meeting packets for STRCP Board of Director Meetings. Perform background and credit checks on STRCP applicants as required. Assists applicants in credit check dispute resolution, if related to the STRCP. Prepare check requests for loan proceeds disbursements to Tribal members or Tribal member creditors. Manage the loan accounting software to ensure accuracy of credit reporting, debt payments, interest accrual, and all item related to the loans outstanding to Tribal members

All new employees will be evaluated after completing their first six months of employment. After that period, all Employees will be evaluated on an annual basis.
