This position manages the Business Office, including Contract Health Services (CHS) and Patient Accounts activities. The incumbent is expected to serve as an active member of the Siletz Tribal Health Department team of professionals who plan, implement and monitor the overall delivery of quality health care services. Requires strong leadership and business office skills, including critical thinking and the ability to produce and present detailed billing activity reports.

Associate's degree in Accounting, or related field, and two years of progressively responsible experience in accounting or finance with 1 year supervisory experience -OR- an equivalent combination of education and/or experience. Knowledge of: Medical terminology, diagnosis, coding and insurance terminology, preferred. Various insurance and billing procedures, preferred. Statistics to assess patient workload and establish quality controls. Electronic and manual billing, preferred. Experience in: Computer skills are required, with specific knowledge of database, word processing, spreadsheets applications, and basic on-line billing and transmission procedures. Budget development experience, preferred. Ability to: Work with a wide variety of people, and good oral and written communication skills, using tact and diplomacy. Prepare and understand financial reports. Monitor activities, identify and analyze problems and propose and implement improvements. Plan, organize and supervise work activities. Ability to promote teamwork. Other: Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle.

Patient Accounts: Oversees the operations of the billing department. Serves as onsite support for billing company. Establishes and monitors metrics for all aspects of the revenue cycle. Researches deviations of expected outcomes. Ensures all activities of the billing operations are conducted in a manner that is consistent with overall department protocol and in compliance with Federal, CHS and third party (OHP, Medicare) program rules, regulations, and procedures. Maintains current program guidelines and procedural manuals. Prepares and analyzes accounts receivable reports, weekly and monthly financials reports. Collects and complies accurate statistical reports. Analyzes trends impacting charges, coding, collection, and accounts receivable. Takes appropriate action to realign staff and revise policies and procedures.
Contract Health Services: Monitor CHS program documents, including provider agreements and contracts to determine compliance with program policies and procedures. Approve program expenditures and authorize CHS claim payments. Supervise, train, and cross-train staff in proper handling of patients accounts through individual and in-service sessions. Oversee accounting reconciliation of bank drafts used for CHS payment process and third party billing deposits.
Business Office Manager: Prepare monthly, quarterly, and annual reports of the Business Office activities and monitors that meet generally acceptable accounting requirements and administrative needs. Supervises business office staff, which includes work allocations, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Participate in Clinic planning, quality improvement, and in-service activities, and other areas of incumbent's discipline as recommended by the Health Director.

All new employees will serve a six-month probationary period to enable the General Manger to determine their suitability as a tribal employee. After the six-month probation the employee will be evaluated of his/her performance and at that time it will be decided if the employee is entitled to a regular employee status.
