Mission Statement

It is the mission of the Siletz Tribal Human Resources Department to obtain, develop and train the most important resource the Tribe has – human resources. This department will provide service to Tribal programs and employment applicants in an efficient, respectful and helpful manner. It will assist employees with skill development to ensure quality services to Tribal members and personal growth of Tribal employees.

CARE stands for Community-Awareness-Respect-Empowerment. The CARE Program is a grant funded program which provides advocacy, direct services, education, and awareness about domestic violence, sexual assault and other forms of interpersonal violence. The CARE program empowers survivors by allowing each one to decide which services or actions may be appropriate for him or her in each individual situation.

The person in the Sexual Assault Advocate position will provide crisis response and direct advocacy services to victims of sexual assault. They will also accompany victims to court hearings and assist with filing protection orders. This person will develop and facilitate a sexual assault-specific support group which will be made available to sexual assault survivors. The Sexual Assault Advocate will work closely with other CARE Program and Community Health Department staff in developing comprehensive services. This person will collaborate with other CTSI program staff, and community agencies to provide support to victims as well as counseling to families in which domestic violence has occurred. In addition, this person will assist with a community education program to promote greater awareness of sexual assault and to educate Tribal members about resources available to victims and families when sexual violence does occur. This is a full time position and requires flexible evening and occasional weekend working hours. Work will involve local travel as well as travel within and outside the State of Oregon for training and grantee meetings.

Associates Degree in Criminal Justice, Social Work, or similar field and one year of related experience - OR - an equivalent combination of education and work experience. Knowledge of: The advocate must be aware of the cultural aspects of domestic violence within Tribal and rural communities. The role of community-based and tribally-based programs in the prevention, intervention, and treatment of sexual and domestic violence. Experience in: Communicate effectively using both verbal and written skills, including the ability to make presentations and work with diverse groups of people. Working with computers and office equipment including word processing, database, spreadsheets and publication software, preferred. Ability to: To understanding or willingness to learn the various components of domestic violence, sexual assault and the process of healing from trauma. Work with a wide variety of people, including clients, general public, community, tribal agencies and other agencies and to communicate effectively and relate to American Indian/Alaska Native (AI/AN) clients and program staff. Work independently toward broad objectives and be self-motivated to accomplish them. Plan and implement comprehensive program services. Work in situations where numerous diverse demands are involved. Be organized and to maintain confidential files and practice confidentiality of information and individuals as described in the personnel manual and State and Federal laws. This person will be exposed to emotional and traumatic stories from victims and survivors of domestic violence and sexual assault. At times, the work will be emotionally taxing. It is important that the incumbent has excellent self-care strategies. The CARE Program strongly encourages independence and self-determination in clients, and engages in victim-centered, trauma-informed practices, the incumbent must be willing to uphold these practices. Other: Participate in Oregon Coalition Against Domestic and Sexual Violence training, to be administered by CARE Program staff, within 30-days of hire. Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle. Must be willing to travel within the CTSI 11 county service area to provide comprehensive sexual assault services.

Provide specialized crisis and trauma intervention to Native American victims of sexual assault within the CTSI 11 county service area. Serve as a member of the Lincoln County Sexual Assault Response Team (SART), this person will train to become an on-call Rape Victims' Advocate with Lincoln County and will join the existing 24 hour on-call rotation schedule, to be dispatched by Law Enforcement in cases of sexual assault. Develop a Sexual Assault Response Circle in Siletz. Provide direct services to victims. This may include but is not limited to: responding to rape crisis calls to advocate for victims through police contact and forensic exams, providing assistance with restraining orders, court accompaniment, resource referrals, and working with victims to develop safety plans. Arrange for Office on Violence Against Women (OWV) Training and Technical Assistance consultant to travel to Siletz for required program training. Develop and begin facilitation of a sexual assault-specific support group, available to survivors of sexual assault and sexual abuse. Assist with grant writing and reporting as needed.

All new employees will serve a six-month probationary period to enable the General Manger to determine their suitability as a tribal employee. After the six-month probation the employee will be evaluated of his/her performance and at that time it will be decided if the employee is entitled to a regular employee status.
