Mission Statement

It is the mission of the Siletz Tribal Human Resources Department to obtain, develop and train the most important resource the Tribe has – human resources. This department will provide service to Tribal programs and employment applicants in an efficient, respectful and helpful manner. It will assist employees with skill development to ensure quality services to Tribal members and personal growth of Tribal employees.

 

NOTE: 

Applications may be mailed, emailed, faxed, or hand-delivered to our office. 

Please note that applications at this time cannot be emailed through the CTSI website.  Applications may be emailed directly to the human resources email.  Applications must be complete and contain the applicant’s signature.    If you wish to apply for multiple positions with The Confederated Tribes of Siletz Indians, please submit a new completed application for each position desired.

Incomplete applications, late applications, and resumes without an application will be returned.  CTSI requires that a Tribal application be completed.  Resumes will not be accepted in place of a completed application.

Introduction:
Plans, directs, and controls the Tribe's financial planning, analysis, working capital management, budgeting, financing, and accounting practices, as well as its relationship with lending institutions and other members of the financial community by performing the following duties personally or through subordinate staff.

Requirements:
Certified Public Accountant with five years of accounting experience, preferably in a Native American governmental or public non-profit organization. Preference will be given to applicants with accounting experience in an organization of related size, scope, and program areas, as well as current or past holders of securities license, SEC Series 6, and Series 63. Ability to: Read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Prepare reports and effectively present information to Tribal Council, public groups, staff, and/or board of directors. Apply advance mathematical concepts as they relate to financial analysis.

Duties:
Assist and/or coordinate with the Administration Manager to oversee the budgeting, audit, tax, accounting, purchasing, real estate, investment, risk management, and insurance activities for the Tribe. Assist Internal Audit Department regarding special audits of Tribal government departmental programs. Conducts annual surprise cash count with all the Tribe's departments and Enterprises. Conducts biennial physical inventory of Fixed Asset and Supplies. Perform monthly review of the Siletz Community Health Clinic (SCHC) Interim reports, and reconcile year-end accounts receivable between GL and Clinic's NextGen, Pharmacy Software Third Party Management System (TPMS), and Dentrix softwares. Prepare updated Federally Qualified Health Care (FQHC) rates when requested by the Health Director. Develop procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services. Appraise the Tribe's financial position and issue periodic financial and operating reports. Maximize Tribal returns through an effective working capital cash management program with the Administration Manager. Oversee and direct the preparation and issuance of the Tribe's Annual report. Direct and analyze studies of general economic, business, and financial conditions and their impact on the Tribe's policies and operations. Maintain compliance with Tribal Ordinances, and all applicable state and federal law and regulations. Develop and update investment policies and procedures for the Tribe and Minor's Trust. Periodic review and update on the Finance and Administration Manual. Assist in the periodic review of the Tribal Operations Manual. Assist in Tribal member students and minors financial and investment education. Determine investment strategies, and maintain investment portfolio documents and records. Arrange for a presentation of all financial advisors or visit financial advisors quarterly. Arrange for each third year visits to the Tribe's loan and investment providers. Serve as Trustee for the Confederated Tribes of Siletz Indians Government 401k Retirement Plan. Send out request for proposal (RFP) for 401k providers every three years or as required by Trustee. Serve as board member for Siletz Tribe Revolving Credit Program (STRCP), Siletz Management Limited Liability Company (SMLLC), and other entities. Serves as financial resource staff for the Chemawa Station Limited Liability Company (CSLLC). Coordinates and/or attends the Audit, Investment, 401k, and Fringe Benefit Committee meetings. Coordinates audit timelines with Government and Enterprises. Send out request for proposal (RFP) for audit provider every three years. Send out request for proposal (RFP) for loan financing of Governmental or Enterprise projects or asset acquisitions. Comply with the monthly, quarterly, semi-annually, annually and year-end audit requirements and covenants of all the existing loans. Establish a system of real and personal property County tax filing exemptions with Procurement Procedures. Provide assistance to Enterprises to obtain financing for their projects. Duties also include establishing budgets, staying within budgets, budget reconciliations, program priority, program audits, staffing issues, program compliance issues, and training. Other duties as assigned

All new employees will serve a six-month probationary period to enable the General Manger to determine their suitability as a tribal employee. After the six-month probation the employee will be evaluated of his/her performance and at that time it will be decided if the employee is entitled to a regular employee status.
