Introduction:
Facilitates the delivery of comprehensive health care to Siletz tribal members and eligible dependants and clinic patients. Services are provided through a combination of direct care, contract mechanisms and referral to appropriate agencies.

Requirements:
Bachelor's degree in Healthcare Administration, Business Administration, Public Health, Public Administration or related field with emphasis on health services preferred, and five years administrative management experience in directing a health care delivery system and three years direct supervisory experience - OR - an equivalent combination of education and/or experience. Knowledge of: Indian Health Service rules and regulations for direct and Contract Health Services. Basic knowledge of the medical terminology. Experience in: Personnel/program management, budgetary development, monitoring, and contract /grant administration. Ability to: Work with statistics and bio-statistics, demographic information and development of the community health programs. Access resources through competitive grant-writing skills. Communicate effectively using both verbal and written skills. Other: Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle.

Duties:
Plans and directs the short and long range objectives/goals of the clinic to meet its financial and non-financial goals. Works collaboratively with leaders and staff to ensure that quality patient care is delivered in a cost-effective manner. Direct and administers accounts for appropriate obligations of funds and manages the overall fiscal/budget activities of the Health Department. Drives and builds revenue growth through development of new business strategies, programs, and services to improve overall performance. Closely monitor variations in the financial performance of the clinic; works closely with Business Office Manager to ensure optimization of billing department. Provides regular and consistent direction to the clinic management team on administration, contractual, grant management, health information, clinic and ancillary services and prevention programs. Administer all aspects of Self-Determination contracts and Self Governance Compact between the Indian Health Service and the Siletz Tribe to ensure compliance with contract or compact requirements. Promotes and coordinates clinic programs with federal, state, county, local and voluntary organizations and agencies. Supervises the preparedness and maintainability of the readiness for all accreditation surveys. Accountable for the Contract Health program, evaluating and identifying areas of concerns or needs for services; responsible for review and evaluations of services provided. Ensures compliance with regulations and policies for all departments. Responsible for maintaining and protecting all records of patients, making sure quality of care is improving and the health care facilities and equipment are efficient. Promotes a work environment that reflects a positive atmosphere, high employee satisfaction and strong teamwork. Responsible for recruitment, retention, training and evaluation of Health Department staff. Maintains high patient satisfaction and a positive image within the community and tribe. Keeps the Governing Body and Management informed of all concerns regarding key developments in the clinic including fiscal, legal, compliance, quality, risk management and policy matters. All new employees will serve a six-month probationary period to enable the General Manger to determine their suitability as a tribal employee. After the six-month probation the employee will be evaluated of his/her performance and at that time it will be decided if the employee is entitled to a regular employee status.
