Mission Statement

It is the mission of the Siletz Tribal Human Resources Department to obtain, develop and train the most important resource the Tribe has – human resources. This department will provide service to Tribal programs and employment applicants in an efficient, respectful and helpful manner. It will assist employees with skill development to ensure quality services to Tribal members and personal growth of Tribal employees.

 

NOTE: 

Applications may be mailed, emailed, faxed, or hand-delivered to our office. 

Please note that applications at this time cannot be emailed through the CTSI website.  Applications may be emailed directly to the human resources email.  Applications must be complete and contain the applicant’s signature.    If you wish to apply for multiple positions with The Confederated Tribes of Siletz Indians, please submit a new completed application for each position desired.

Incomplete applications, late applications, and resumes without an application will be returned.  CTSI requires that a Tribal application be completed.  Resumes will not be accepted in place of a completed application.

Introduction:
Participates in compliance, financial, performance (operational), information technology, and investigation audits at Chinook Winds Casino Resort (CWCR) and for the Confederated Tribes of Siletz Indians (CTSI). Participation includes assisting in determining the audit objective(s), audit procedures, conducting fieldwork, and report writing. Conducts audits in accordance with departmental procedures; Tribal ordinances, regulations and policies; Federal and State regulations; and professional auditing standards outlined by the Institute of Internal Auditors (IIA). With other members of the Internal Audit Department (IAD), acts in an internal consulting capacity to CWCR and all of CTSI's operations to improve risk management, internal controls, and overall business practices. The position's overall objective is to help ensure that the Internal Audit Department is regarded as a value-added function by the CTSI Tribal Council, CTSI Audit Committee and Executive Management of CTSI.

Requirements:
TL 19.0/TL 20.0(Trainee): High school diploma/GED and two years of gaming, governmental, or other audit experience. TL 22.0/23.0 (depending on certifications): Bachelor's degree in Accounting or a related business field - OR - an equivalent combination of education and/or audit experience, including at least a minimum of two years of gaming, governmental, or other audit experience. Trainee Position: Position transitions to TL 20.1 after 1-years' experience, satisfactory evaluations, and Internal Audit Director's approval; Position transitions from TL 20 to TL 22.1 after 2-years' experience, satisfactory evaluations, and Internal Audit Director's approval. Knowledge and Abilities: General knowledge of internal audit theories and principles, Generally Accepted Accounting Principles (GAAP), casino operations, and Tribal government operations. Knowledge and understanding of Tribal government and operations preferred. General knowledge of financial systems, technological systems and business operations. Strong communication, analytical and problem resolution skills. Time management skills and the ability to work within strict deadlines. Ability to develop and maintain a team environment and to manage multiple priorities. Proficient in Microsoft Office applications (Word, Excel, Outlook). Conditions of Employment with the CTSI: Obtain and maintain Gaming License from the Siletz Tribal Gaming Commission by passing a background investigation. Must pass mandatory drug screening. Must have a valid Oregon Driver's License. The ability to work different shifts including weekends and holidays. The individual in this position is prohibited from playing any games or entering into any contests or promotions at Chinook Winds Casino Resort.

Duties:
Assist in development and execution of the annual audit plan consistent with CWCR and Tribal needs. Develop auditing procedures to achieve audit objectives. Develop work papers that are clear, concise, and accurate. Interpretation of Tribal (e.g., TICS), State (e.g., State Compact), and Federal (e.g., NIGC & OMB A-133) requirements along with company (CWCR & CTSI) policies and procedures. Communicating with CTSI and CWCR Management and staff. Assist in conducting investigations and special studies as requested by the Director and/or Tribal Council. Review and evaluate internal controls. Recommend operational and managerial improvements. Perform additional job related duties as requested by the Director.

All new employees will serve a six-month probationary period to enable the General Manger to determine their suitability as a tribal employee. After the six-month probation the employee will be evaluated of his/her performance and at that time it will be decided if the employee is entitled to a regular employee status.
