Introduction:

Working under the direct supervision of the Siletz Tribal Business Corporation Board of Director Chairman, the CEO/Commercial Property Manager is primarily responsible for overseeing the day-to-day operations of commercial portfolio leased to the Tribe or to third parties, marketing and negotiating leases with tenants, managing the sort term and long term maintenance of the properties In addition, the incumbent is responsible for overseeing the non-property management/rental activities aspects of STBC such as the Revolving Credit Program and the RV Park enterprise operations.  Finally, the incumbent will direct and assist in activities related to economic development goals, action plans, and operations to improve and strengthen the Tribe’s economic diversity.

Requirements:

Five (5) years relevant professional experience in commercial property management activities involving public or private organizations with at least 10 individual properties and total annual sales of at least $4M.  Tribal business management experience desirable. Two (2) years of capital project investment evaluation experience. Three (3) years of supervisory experience. Experience with lease negotiation, rent collection, lease terminations, preventive maintenance, capital replacements, and emergency maintenance issues. Experience in commercial property marketing and advertising. Strong customer service skills, multitasking, organizational skills and knowledge of general building codes. Experience in coordinating and completing building maintenance decisions and activities in an independent and effective manner to ensure the long life and sustainability of assets under their control. Experience in verbal and written communications with co-workers, Tribal members, vendors, the general public and representatives of organizations. Experience in the financial management and budgets of commercial property management buildings. Knowledge of Return on Investment (ROI) strategies. Experience in long term maintenance plans and capital replacement plans for assets under their control. The following is a list of some of the core knowledge, skills and abilities for successful performance in the position: Must be able to travel to all portfolio locations, Tribal locations or other national and regional destinations as necessary. Must also be able to work a flexible work schedule, including evenings, weekends and holidays. Demonstrated competence in planning and budgeting, fiscal management, supervision, personnel management, data collection and reporting. Knowledgeable about office and warehouse building operations and background construction experience an advantage. Must possess a valid driver’s license, and vehicle insurance. Must be sensitive to the diversity of Siletz and other Indian cultures. Ability to research Siletz Tribal law, and other applicable business commercial laws and regulations, and of the benefits and limitations of Tribal sovereignty. General knowledge of Confederated Tribes of Siletz Indians’ culture and history.

Duties:

Commercial Property Management

Oversee the operations of Siletz Management LLC, the property management arm of STBC. Perform inspections on vendor service contracts for management, janitorial, landscaping and security contracts. Prepare financial analyses for occupancy, budgets, forecasts, pro-formas, property conditions and other property metrics and make recommendations to the STBC Board of Directors to make quality decisions. Use computer software such as MS Word, Excel, Power Point, or Property Management Software to provide information as necessary to stakeholders and management. Negotiate lease agreements to ensure long term positive cash flow, in a manner that generates a pay back to the Tribe for future economic development or other activities as the Tribe sees fit. Market commercial spaces to potential clients to maximize revenue for owners. Manage and direct maintenance activities for systems such as HVAC, plumbing and electric, including preventive maintenance and emergency maintenance as incurred, to ensure the longevity of Tribal assets. Provide exceptional customer service to any tenants of properties managed by STBC

Enterprise Management

Oversee and manage the operations and any subcontractors for enterprises under the purview of STBC (such as the RV parks which may have a contracted manager). Monitor and analyze financial statements of each enterprise for compliance with budgets and projected revenue targets. Develop sound financial plans, pro-formas, and annual capital and operating budgets for enterprises under STBC control, in consultation with contracted managers, as necessary. Develop and implement performance appraisal metrics and policy to conduct appropriate and ongoing appraisals of enterprise management, and make recommendations when an enterprise is not meeting expectations.

Other duties

Oversee the Siletz Tribal Revolving Credit Program (STRCP). Identify potential capital investment opportunities that meet the investment criteria for STBC, in coordination with the Tribe’s Chief Financial Officer. Conduct due diligence on investment opportunities and make investment. recommendations to the STBC Clearinghouse and the STBC Board of Directors, presenting information and documentation supporting such recommendations. Manage, supervise and direct all STBC staff in their duties to ensure the efficient and effective operation of the commercial property management portfolio, enterprise management, economic development, and general office administration. Attend meetings as deemed necessary for furthering the economic diversity and reputation of STBC and the Tribe within Oregon and the northwest United States. Perform other duties as assigned

All new employees will be evaluated after completing their first six months of employment. After that period, all Employees will be evaluated on an annual basis.

Conditions of Employment
