The CTSI Childcare Assistance Program provides assistance for childcare expenses to CTSI Families who are living in the eleven county service area and are working, looking for work, or enrolled in a higher education or job training program.  Children must be under the age of 13 years and either enrolled CTSI tribal members, eligible to enroll in the CTSI, or the descendent or dependent of the parent who is an enrolled CTSI tribal member. The CTSI Childcare Assistance Program certifies Childcare Providers to provide childcare services to families eligible for services.  Childcare Providers must meet requirements for health and safety, criminal history background checks, and if required, state regulations.


High School Diploma or GED and three years of experience interpreting and applying policies and procedures for eligibility determination requirements, interpreting federal regulations to develop policies and procedures, monitoring eligibility determinations for clients and providers, monitoring providers for compliance with health and safety requirements, and working within tribal programs and/or communities to develop a service delivery program. Ability to: Work effectively with CTSI families. Work Effectively with Childcare Providers. Accept direction and carry out directives. Follow established policies and procedures. Travel throughout the CTSI eleven county service area. Develop policy and procedures in accordance with federal regulations. Excellent written and verbal communication skills. Work effectively with federal, state, county agencies and tribal programs. Effectively maintain program files and records. Use basic office equipment. Other: Must have a valid driver’s license and be able to travel within the CTSI eleven county service areas. Must pass a criminal history background check which includes a sex offender registry check and obtain one of the following: State or tribal criminal history records, including fingerprints; or, Federal Bureau of Investigation criminal history records, including fingerprints; and Child abuse and neglect state registry check, if available.


Review federal regulations and to review, revise, and develop program’s policies and procedures to ensure program compliance with federal regulations. Provide ongoing monitoring of eligibility decisions for clients and childcare providers to ensure compliance with all federal requirements. Provide ongoing monitoring for childcare providers to ensure their compliance with all of the health and safety requirements. Assist childcare providers with meeting all of the certification and health and safety requirements for the program. Collaborate with federal, state and county agencies to develop effective services for tribal families and childcare providers. Work cooperatively with tribal programs to develop effective services for tribal families and childcare providers. Assess needs to recruit and certify childcare providers throughout the eleven county service areas. Develop a program to recruit and certify childcare providers throughout the eleven county service areas to respond to current needs. Build an effective working relationship with other childcare staff. Develop articles to publicize the CTSI Childcare Assistance Program. Communicate regularly with the Head Start Director. Other duties as assigned

All new employees will serve a six-month probationary period to enable the General Manger to determine their suitability as a tribal employee. After the six-month probation the employee will be evaluated of his/her performance and at that time, it will be, decided if the employee is entitled to a regular employee status.

Conditions of Employment
