Introduction

This position is responsible for determining eligibility and distributing USDA Food Commodities according to Department of Agriculture Regulations/Distribution Guidelines for Salem and other qualifying Indians in Siletz and the greater Willamette Valley area encompassing a 15 – County Service Area. USDA Warehouse Clerk, provides support services to the USDA Director, supervises, directs and evaluates the activities of the Food Distribution team, consisting of one or more trainees, Work experience clients, and community service workers in the USDA Directors absence. Food distribution and related nutrition education are provided to improve the physical wellbeing of Native Americans when other resources are not available.

Requirements

High school diploma or GED and one year experience in general office practices and procedures. Knowledge of: Office duties such as telephone reception, scheduling, recording keeping, and correspondence. Sanitation principles, practices, and procedures as applied in warehousing, transporting, and distributing food. Warehouse procedures in regards to rotating stock, boxing foods; related safety practices and procedures. Experience in: Utilizing computer software and database management programs. Operation of hand lift truck. Ability to: Follow Federal regulations that govern the USDA food distribution program, Food Stamp Programs, and related entitlement programs. Establish and maintain positive relations with state/federal agencies, other program staff, and the clients who apply for commodities. Lift and move heavy objects weighing up to 60 lbs. several hours a day. Obtain forklift certification within 6 months of hire. Supervise volunteer line workers as need in the absence of the USDA Director. Operate standard office equipment, including 10 key calculator (by touch) and standard warehouse equipment. Demonstrate good oral and written communication skills. Work independently. Other: Must be a dependable self-starter, and able to work independently under minimal supervision. Must be willing to travel, and work some weekends and evenings. Must possess a valid Oregon State driver’s license, insurance and be eligible to drive a GSA vehicle.

Duties

ADMINISTRATIVE: Provide telephone reception and basic program information to prospective participants. Assign work to volunteers based on priorities, difficulty and the requirements of the assignments, and the capabilities of employees; Process incoming and outgoing mail. Prepare correspondence, provide case file maintenance and records management on all USDA case records. Schedule appointments and mail applications to prospective clients. Prepare USDA applications. Interview prospective USDA clients, gathering personal and financial information necessary to determine eligibility, and calculate USDA benefits according to Department of Agriculture Regulations/Guidelines. Assist with monthly reports. Order office/warehouse supplies for both warehouses. Cross-reference eligibility through accessing confidential information on the State of Oregon Food stamp computer system at the initial application process and re-certification process to prevent dual eligibility. Maintain working knowledge of USDA Database and encode data. Maintain working knowledge of other Tribal, State, or Federal programs to assist low-income families.

WAREHOUSE: Stack and move heavy boxes of commodities in the Salem warehouse. Assist in loading and unloading delivery and refrigerated truck by hand and by operating Forklift. Conduct regular cleaning and maintain warehouse (i.e. sweep and mop floors, vacuum walls, clean bathroom, wash dishes, dust, and empty trash). Assist with monthly inventory and year-end inventory. Assist in pest and rodent control. Other duties as assigned.

All new employees will serve a six-month probationary period to enable the General Manger to determine their suitability as a tribal employee. After the six-month probation the employee will be evaluated of his/her performance and at that time, it will be, decided if the employee is entitled to a regular employee status.
